Circle has elevated settlement pressure because its regulatory status is directly at stake in the GENIUS Act. The bill's passage would formalize USDC as a licensed payment stablecoin under federal oversight, giving Circle the clearest regulatory path of any stablecoin issuer but also imposing reserve, audit, and redemption requirements that competitors (Tether) currently avoid. The competitive asymmetry post-GENIUS is the primary open question for dollar-denominated settlement topology architecture.
