Dated research snapshot. Prose below describes publication-time observation.
vault@publish counts trimmed cycle-vault rows at publish time. It is not the live M1 ledger
(10 obs for ESMA; field coverage 193 / 199).
Do not read vault@publish = 0 as "no measurements exist" when M1 ledger obs is non-zero.
European Securities Markets Authority: Field Position Report
Eigenstate Research, April 07, 2026
Methodology: The Information Field Equations, E = ΔI/A, G = ∮E·dl, Protocol Truth → 1/φ
Publication field context
The Eigenstate engine currently measures the tokenized settlement field at:
- Protocol Truth (PT): 0.1946 (target: 0.618, the golden-ratio equilibrium)
- Field Coherence (κ): 0.5562 (living zone: 0.618-0.678)
- Coverage: 10 of 200 entities with measured ΔI > 0 (5.0%)
- Uncertainty (U): 20.0
The field is 0.0618 below equilibrium coherence. Each entity with measured vault activity raises the global PT toward 0.618. European Securities Markets Authority does not yet have a complete observation record on the M1 topology (199 entities).
What it is
The European Securities and Markets Authority is the EU's securities regulator and the primary implementation authority for MiCA. ESMA writes the technical standards that operationalize MiCA's framework, custody, disclosure, market abuse rules, and supervises CASP licensing via national competent authority coordination. For the tokenized settlement layer, ESMA's technical standards determine the practical compliance burden for EU-registered tokenized asset issuers and custodians, and its DLT Pilot oversight is the most advanced real-world test of blockchain settlement at institutional scale.
Verified claims
Active signals the engine is tracking for European Securities Markets Authority:
MiCA RTS publication, custody and disclosure standards
ESMA has published most Level 2 technical standards for MiCA but custody-specific RTS and DLT Pilot interface rules are pending. Each publication reduces regulatory uncertainty for EU tokenized asset infrastructure.
DLT Pilot 2025 review
ESMA must report to the European Commission on the DLT Pilot's effectiveness by mid-2025. The review will assess whether blockchain settlement achieves T+0 finality for equities and bonds, directly informing the long-run settlement topology structure.
Field read
Settlement Pressure (Φ_S = 0.2584)
Elevated settlement pressure, significant information gap relative to field weight.
ESMA has elevated settlement pressure because its technical standards under MiCA are still being published, several key regulatory technical standards (RTS) covering custody, DLT-specific rules, and reverse solicitation were finalized late or remain in consultation. Until the full RTS package is published and effective, EU-facing settlement topology participants cannot complete compliance architecture. ESMA is also the entity through which DLT Pilot data flows into MiCA reform, its 2025 review of the Pilot will determine whether the framework is extended or absorbed into permanent regulation.
Coherence (κ = 0.0800)
κ = 0.0800 reflects the engine's current measurement coverage, not European Securities Markets Authority's actual institutional influence. With no vault records yet, the coherence score is derived purely from topology position, connection count and structural weight, without any attested observation data. The low value means the engine has not yet measured this entity's settlement activity, not that the entity lacks field presence.
The equilibrium attractor is κ = 1/φ ≈ 0.618. At current κ = 0.0800, European Securities Markets Authority is 0.5380 below equilibrium. Vault observations of European Securities Markets Authority's rule outputs, rulemaking notices, enforcement actions, guidance documents, would directly raise κ toward the living zone [0.618, 0.678].
Vault Coverage
No vault records yet for European Securities Markets Authority. This is a gap in the field coverage. The engine recommends observation as the first action (see below).
Sources
This report is generated by the Eigenstate engine, an information-field measurement system for the tokenized settlement layer. The engine tracks 200 entities across the regulatory, infrastructure, issuer, and audience layers.
Core equations:
- E = ΔI/A, efficiency: information gained per unit action (Kirandeep's Law)
- G = ∮E·dl, accumulated field circulation along topology paths
- PT → 1/φ, Protocol Truth converges to golden-ratio equilibrium (1/φ ≈ 0.618)
- Φ_S, settlement pain: unrealized settlement pressure per entity
- κ, field coherence: integration of settlement activity across the topology

Vault: All measurements are recorded in a time-ordered vault with EAS attestation on Base mainnet. Entity coverage grows as observations are attested.
