Dated research snapshot. Prose below describes publication-time observation.
vault@publish counts trimmed cycle-vault rows at publish time. It is not the live M1 ledger

Office of the Comptroller of the Currency: Field Position Report
Eigenstate Research, April 07, 2026
Methodology: The Information Field Equations, E = ΔI/A, G = ∮E·dl, Protocol Truth → 1/φ
Publication field context
The Eigenstate engine currently measures the tokenized settlement field at:
- Protocol Truth (PT): 0.1946 (target: 0.618, the golden-ratio equilibrium)
- Field Coherence (κ): 0.5562 (living zone: 0.618-0.678)
- Coverage: 10 of 200 entities with measured ΔI > 0 (5.0%)
- Uncertainty (U): 20.0
The field is 0.0618 below equilibrium coherence. Each entity with measured vault activity raises the global PT toward 0.618. Office of the Comptroller of the Currency does not yet have a complete observation record on the M1 topology (199 entities).
What it is
The Office of the Comptroller of the Currency charters and supervises all national banks and federal savings associations. For the tokenized settlement layer, the OCC is the key node for bank-grade custody: its 2020-2021 interpretive letters authorizing banks to custody crypto assets and hold stablecoin reserves established the legal basis for bank-native settlement rails. The OCC's position determines whether tokenized RWA settlement can run through chartered bank infrastructure or must route through non-bank custodians.
Verified claims
Active signals the engine is tracking for Office of the Comptroller of the Currency:
GENIUS Act, OCC as primary stablecoin regulator
The Senate version of the GENIUS Act designates the OCC as the federal supervisor for nationally chartered payment stablecoin issuers. This would make the OCC the central licensing node for Circle, Paxos, and any bank-issued stablecoin, directly wiring OCC rule signals to every settlement layer participant.
Acting Comptroller Hsu departure + Rodney Hood appointment
The change in OCC leadership in early 2025 reset the agency's crypto posture. The new leadership has signaled openness to bank digital asset custody and tokenized deposit programs, accelerating the pipeline of national bank crypto charters.
Field read
Settlement Pressure (Φ_S = 0.0728)
Low settlement pressure, moderate observation deficit.
The OCC's settlement pressure comes from the intersection of stablecoin reserve custody and the GENIUS Act's banking regulator provisions. If the GENIUS Act passes with OCC as primary regulator for federally chartered stablecoin issuers, the OCC becomes the licensing authority for dollar-denominated settlement infrastructure, a structural shift that would dramatically increase its information throughput to the topology.
Coherence (κ = 0.0400)
κ = 0.0400 reflects the engine's current measurement coverage, not Office of the Comptroller of the Currency's actual institutional influence. With no vault records yet, the coherence score is derived purely from topology position, connection count and structural weight, without any attested observation data. The low value means the engine has not yet measured this entity's settlement activity, not that the entity lacks field presence.
The equilibrium attractor is κ = 1/φ ≈ 0.618. At current κ = 0.0400, Office of the Comptroller of the Currency is 0.5780 below equilibrium. Vault observations of Office of the Comptroller of the Currency's rule outputs, rulemaking notices, enforcement actions, guidance documents, would directly raise κ toward the living zone [0.618, 0.678].
Vault Coverage
No vault records yet for Office of the Comptroller of the Currency. This is a gap in the field coverage. The engine recommends observation as the first action (see below).
Sources
This report is generated by the Eigenstate engine, an information-field measurement system for the tokenized settlement layer. The engine tracks 200 entities across the regulatory, infrastructure, issuer, and audience layers.
Core equations:
- E = ΔI/A, efficiency: information gained per unit action (Kirandeep's Law)
- G = ∮E·dl, accumulated field circulation along topology paths
- PT → 1/φ, Protocol Truth converges to golden-ratio equilibrium (1/φ ≈ 0.618)
- Φ_S, settlement pain: unrealized settlement pressure per entity
- κ, field coherence: integration of settlement activity across the topology

Vault: All measurements are recorded in a time-ordered vault with EAS attestation on Base mainnet. Entity coverage grows as observations are attested.
